HOW A LAWYER MANAGED TO USE HIS POSITION AS MINISTER OF JUSTICE TO GAIN ENTRY INTO THE LUCRATIVE MULTIMILLION DOLLAR PROSTITUTION SECTOR ON SINT MAARTEN.

Set against a background of sex, drugs and dancehall music, the sordid and seedy nightlife, that is "sex work" and exotic dancing was presided over, from the safety of the ivory tower of his high-powered government appointment as Minister of Justice by Roland Duncan, a man I refer to as the Pimp Minister. Usually brothel owners and managers, operate from the dank, dark ante -rooms of their clubs here on Sint Maarten, but not Roland Duncan, he as the result of a brilliant mind, given to the study of law was able to , without the aid of bats, and hulking enforcers, dominate the highly lucrative prostitution trade, in a very short time, by securing long term high priced management contract's that he presided over as the owner of his various umbrella NGO's, that doubled as management and consultancy agencies for several brothels on Sint Maarten. The eye-popping graphics and lush island scenery here on the island conceals, a festering wound, the wound of sexual exploitation, couched as sex-work,  of vulnerable largely uneducated women from the Caribbean and some Eastern European countries. Human and sex trafficking is the order of the  day, in that world this is a story of the drug fuelled life that is wreaking havoc, on a small insulated island and it's populace, the negative fallout and it's many consequences are being felt daily on island. This is also the tale of an extremely brilliant man, who as a result of greed subverted justice in pursuit of the almighty US dollar.

The narrative of the rogue Minister of Justice Roland Duncan reads like a dumbed down version of , a Hollywood movie. Duncan a lawyer by profession must have always wanted to be a pimp, since on nights on the town, he could usually be seen in the company of several whores, some old enough to be his daughter, draped across his shoulders  . 

Duncan who is no stranger to the law, since as I have already indicated he is a lawyer and a longtime political insider on Sint Maarten. What would lead a highly educated sophisticate and insider, high stakes political Machiavellian like Duncan to sacrifice all? There is only one answer "money", the prostitution industry on Sint Maarten is a multi-million dollar a year industry. 

The shrewd Duncan saw an opportunity to enrich himself through, his position as "Minister of Justice", his portfolio included immigration , the coastguard et al. He in fact wrote or was a principal author and authority, invested by law to guide, construct and determine the immigration and justice policy on Sint Maarten. His position also made him literally the boss, over the department that grants residence and work permits. Hence his use of Patrick illidge as outlined in MY REBUTTAL TO ISLAND TIMES, as a collector of bribes, from nefarious character's like Jaap van den Heuvel owner of the Bada Bing "strip club/whorehouse". Since Duncan could determine by law who got to stay, on the island and who could work on the island, it figures that he would be payed to make things happen, where residence and work permit's were concerned, for people like van den Heuvel and other brothel and strip club operator's.

Duncan was outed and exposed as a corrupt and nefarious individual, by the corporate outlet the TODAY newspaper edited by Hilbert Haar.
"A recent overview provided by the Ministry of Justice dated October 31, 2012, shows that there are now not ten but twelve companies holding a license for a brothel or a strip club.
They are: Sunset Retreat NV (Border Bar) (a whore house), Hypnotic Hotel and Entertainment NV, Richbenzwan NV (Seaman’s Club)(authors note whore house), Blue Sky Hotel NV, Casa Blanca (a whorehouse)(St. Maarten) NV, Lunteren NV (Bada Bing)(a strip club), Pemol Enterprises NV, Showtime NV, The Greek Corporation NV (Le Petit Chateau)(a whorehouse), Lucky Shot NV, St. Maarten Angel Hotel Enterprises NV (Defiance Haven)(whore house) and Wonderful World of Entertainment NV (The Platinum Room)(strip club).
In this list the name of Hypnotic Hotel and Entertainment stands out as a company with an exploitation permit. What also stands out is that the company is located at the same address as Richbenzwan NV: Umbrella Cactus Drive #10. That happens to be the address of the Seaman’s Club.
This is where the story gets interesting. The directors of Hypnotic are the “Stichting Duncan Holding Pensioenfonds (Foundation Duncan Holding Pension Fund) and D&B (Duncan and Brandon) Management and Collection Services NV. Both directors are located at the address Cannegieter Street 46, the office of the Duncan and Brandon law office.
These companies have controlled Hypnotic since its incorporation in 2009, according to an excerpt from the Chamber of Commerce this newspaper obtained.
In June of that year, four months after the establishment of Hypnotic, Justice Minister Roland Duncan (at that time Minister of Constitutional Affairs for the Netherlands Antilles) entered a meeting with representatives of Richbenzwan NV, the owners of the Seaman’s Club. The minister introduced himself as a business partner of James Martin Carti, who is registered at the Chamber of Commerce as the director of the Blue Sky Hotel (Pendant Cactus Road #15, aka Carolena Bar) and also as the director of Carolena NV, a company that operates in the market under the name Younique Water & Ice. On June 29, 2009, Duncan personally signed the contract between Hypnotic Hotel and Entertainment and Richbenzwan NV that gave Hypnotic the right to operate the Seaman’s Club for the next ten years, starting on November 1, 2010 "  (Qouted from the Today newspaper by Hilbert Haar).

The evidence provided above proves that Duncan through a non-profit umbrella organization presides like a kingpin over a vast network of prostitution, schemes and his company is locked into a ten year contract ensuring that, he would still be in the prostitution business long after he vacated his post as Minsiter of Justice.


In his book "Sneeuw over Curacao/Snow over Curacoa: How Colombian Cocaine Cartels have the Netherlands Antilles and Aruba in Their Grip", John van den Heuvel wrote that: "On Sint Maarten high ranlking members of the Turkish and Russian mafia's have established themselves". "More importantly the island is a crucial link in an enormous human-smuggling network".

Above Jaap van den Heuvel and Patrick Illidge in Bada Bing's office, in the video which can be viewed on YouTube Ilidges accepts a bribe from van den Heuvel, for the express purpose of using his influence as a parliamentarian, in order to lengthen residence permit's for strippers in van den Heuvel's employ, in time for the Heineken Regatta.

The following is from the Newspaper mentioned above all articles mentioned in the preceding are by Hilbert Haar the managing editor of Today. “This newspaper published a series of articles that established beyond the shadow of a doubt the deep involvement of Justice Minister Duncan in the prostitution sector. Again politicians did nothing. Duncan even told a reporter in Curacao: “Where does it say that I am not allowed to have a brothel?”

“Duncan’s standing in The Hague deteriorated further, also because he expressed his dislike of the Coast Guard in April by repeating that he wants to get rid of the service. To add insult to injury the CFT, shot down Duncan’s $100 million plan for a Justice Park in Cay Hill”.

The many Eastern European females flooding into Sint Maarten to be active as so called "exotic", dancers are mainly sent here by Russian owners of "agencies", that are owned by person's who are in many cases either affiliates of or are directly in the Russian mafia. The Russian mafia has an active and ongoing regional presence, and have been using Sint Maarten to make profits in the multi-million dollar prostitution sector. The so called exotic dancers are also prostitutes, though this is not known to the average citizen. After having gone to a "high-end", strip club in the Simpson Bay area, I was able to determine from speaking to several female exotic dancers that it would be possible to exchange cash for sex, the price ranged from $500 us dollars to $1000 us dollars and the highest figure that was qouted to me is $1500 US dollars. When Cats strip club was still active the going rate for sex with a stripper was $100 US dollars and up to $300 or $500 US dollars. All information I was able to GLEAN from visiting the clubs personally.

Four Detained on Monday Morning, House and Club raided --- Firearms, cash, documents and digital equipments confiscated. Search was also conducted at a Club in Statia.

PHILIPSBURG:---- Detectives from KPSM conducted two searches early Monday morning, one was conducted at the home of Carmen Priest in Pointe Blanche. Police arrested three persons, they are Carmen Reiph, her son Quiency Reiph, her daughter Jessica Priest and Davide Eustace Jr. The second search was conducted at Casa Blanca club located in Oyster Pond. Chief of Police Carl John confirmed that police conducted two raids and they detained three persons. John said that police are busy with a human smuggling investigation which led to the searches and arrests of the three persons. 

House searches and arrests Casa Blanca: 

On Monday November the 16th 2015 during early morning the investigation team of the Unit Human Trafficking/Human Smuggling of KPSM performed house searches in the brothel Casa Blanca in Oyster Pond and in several houses. The house searches were led by the judge of instruction and the public prosecutor. Four suspects were arrested.

The Unit Human Trafficking/Human Smuggling is a cooperation between KPSM, the Dutch Royal Military Police (KMAR) and the Immigration and Border Control (IGD). The Unit was assisted by detectives of the RST, customs and VKS. The searches and arrests are the result of a long term investigation called Papagaai, during which the Prosecutor’s office also intensively cooperated with the Prosecutor’s office of the Dominican Republic. Two prosecutors and a detective from the Dominican Republic were also present at the searches.

The Chief Prosecutor of Sint Maarten has requested the Minister of Justice to suspend the brothel license of Casa Blanca, while awaiting the further criminal investigation and

the criminal verdict.

Four S uspects arrested during house searches.

A search team consisting of members from the Royal Marechassee, the R.S.T., the Customs, the Police Department and the Public Prosecutors Office jointly carried searches in 4 buildings under the suspicion of human trafficking. The building consisted of one erotic club and three dwellings.

Three main suspects have been arrested under the suspicion of the exploitation of mainly women from the Dominican Republic. A fourth suspect was later arrested for fire-arm possession. Thus far four suspects have arrested and more arrests are not excluded.

A total of 6 fire-arms, documents, cash and digital equipment have been confiscated for further investigation. On the island of Sint Eustatius a similar search was done at an erotic club which has ties to the suspects involved in this case.

The suspects remain in custody for further investigation.

The latest arrest of well known "madame" and owner of several brothel's Carmen Priest, for human trafficking illustrates poignantly, the vulnerability of women from poor and disadvantaged background's, in the face of human trafficking and forced labour or coerced labour, in this case prostitution. The criminal complaint should have been for human trafficking and sex trafficking. A case for sex trafficking is hard to prove, as a result of the many deliberate loop holes in the laws, pertinent to such on Sint Maarten, which laws hillariously protect's the friends and family members of the politicians.
