I have written previously in depth pertinent to the so called citizen by investment programs, developed by many Caribbean governments, whereby any foreign national can purchase a diplomatic passport for from anywhere upwards of US 250000 or 1million US Dollars. The program has been used by Iranians on many occasions to enter the US and Canada.
